I am writing about the article dated Nov, 17 in the Courant entitled “Abuse victim seeking”$30 million payment.” The victim, now an adult, was allegedly repeatedly sexually assaulted by Roger Barriault and impregnated by him when she was 12 years old. Along with him, his wife Darlene is named in a civil litigation for allegedly being complicit.
Barely mentioned in the article, the Barriaults were designated to be foster parents by the Probate Court. This young woman has filed a claim with the state Department of Children and Families for $30 million claiming that, during many involvements, it could have intervened and prevented further abuse. I believe that not only should DCF be held responsible for incident but also the Probate Court.
This should raise the following question. How well does any probate court investigate whether or not someone is suitable to be someone’s foster parent or guardian? Leah Glicken, Farmington.
