Acting IGP Priyantha Weerasuriya has issued orders to police and its commando arm STF to check and thoroughly search persons and baggage of those found wearing helmets and attend public places without motorcycles. The Actg. IGP has issued a circular to all officers across the country to monitor and inspect individuals wearing protective helmets under suspicious circumstances — particularly when they are not riding motorcycles.
A senior police officer said that the directive follows a spate of serious incidents, including shootings and homicides, where perpetrators reportedly used face covering helmets to conceal their identities. Investigations have revealed a troubling trend: criminals are increasingly exploiting mandatory safety gear to avoid detection during unlawful activities. While helmet use remains a legal requirement for both motorcycle riders and pillion passengers under traffic laws, police stress that the regulation is intended solely for road safety purposes.
“Recent cases have shown us that full-face helmets are being misused by criminals to hide their identities. Our new measures aim to strike a balance between public safety and individual freedom,” the officer said. Under the new directive, police and STF are authorized to stop and inspect individuals who appear suspicious while wearing helmets — particularly those found wearing them in areas where motorcycle activity is unlikely or without a vehicle in sight.
Officers are also empowered to search belongings if deemed necessary to ensure public safety. By Norman Palihawadane.
