Budget proposal, after school programming go before city council

SUISUN CITY — The City Council on Tuesday will consider the Fairfield-Suisun Unified District's proposal to provide after-school programming for Crescent and Dan O. Root schools, as well as the proposed 2025-26 city budget.

m. in the council chamber at City Hall, 701 Civic Center Blvd. Suisun Elementary's after-school program is only for students, grades 1-5, at that campus.



There is no cost to participate. The proposal for Crescent and Dan O. Root includes transitional kindergarten through fifth grade.

The contract provides services from Aug. 13 through July 3, 2026. The Recreation, Parks, and Marina Department will operate the program.

Participants will attend when school is done for the day and can remain there until 6 p.m. The recreation department will offer three daily enrichment activities, an hour of academic support with homework or FSUSD-provided learning software, social-emotional learning and physical activity opportunities, and a school district-provided meal.

Every staff member will meet FSUSD paraprofessional standards, will be CPR/First Aid certified, and will participate in regular safety drills. They also receive ongoing training in social-emotional learning, youth development, classroom management, crisis management, working with students with intellectual and/or developmental disabilities, and more. The two schools can register up to 170 first- through fifth-graders at each site for $350 a month.

Each site can host up to 30 transitional kindergarten or kindergarten students for $700 a month. After the school year is finished, the program will operate until July 3, 2026. The cost for first through fifth grades is $1,650 per month.

Transitional kindergarten and kindergarten cost is $2,750 a month. The item is on the consent calendar and can be passed with the other items in one motion. The council and the Measure S Oversight Committee will meet prior to, or after, the regular council meeting.

The council is asked to review and accept the 2025-226 proposed budget. It has $6.89 million in total revenues and $6.

89 million in expenditures. The Measure S Fund is transferring a bit more than $6.17 million to the General Fund, $330,000 to the Dispatch Support Services fund, and $174,430 to the Information Technology Fund.

Funds are being allocated as 57% to Police, 40% to Fire, and 3% to other funds. It is funding $225,000 for software agreement payments for the RIMS software used by the Police Department. The budget will return June 17 for a budget hearing.
