Milwaukee County Circuit Judge Hannah Dugan was arrested by the FBI Friday and charged in federal court for allegedly helping an undocumented immigrant avoid arrest. Former Miami-Dade County Court Judge Jeff Swartz says her courthouse arrest "was meant as an intimidation technique.".
