Prime Minister Shehbaz Sharif introduced a new Performance Management System for the Federal Board of Revenue (FBR) on Friday. This new system aims to enhance accountability and efficiency within Pakistan’s tax collection framework. It will grade FBR officers from “A” to “E,” based on their performance and integrity.
Promotions, incentives, and penalties will depend on these grades. During the launch event at FBR Headquarters, Sharif emphasized the importance of recognizing high-performing officers. He stated, “Tax officers who excel will receive public recognition, promotions, and rewards.
” In contrast, officers who fail to meet expectations will face penalties. Sharif pointed out that this model will extend to other government departments, encouraging a culture of performance-based rewards. Additionally, Sharif unveiled a fully automated digital evaluation system for FBR officers.
This new system will monitor performance data in real-time. It will determine financial incentives and career advancements. He urged FBR officials to work diligently to boost government revenues, especially if Pakistan hopes to move away from reliance on the IMF.
Furthermore, Sharif reviewed the ongoing digitization efforts, including collaborations with NADRA and financial institutions. He encouraged implementing port scanners to tackle under-invoicing and misdeclaration of imports. He directed the FBR to take action without depending on external funding.
Lastly, he stressed the need for fair treatment of all taxpayers, especially investors, during tax interactions..
