ISLAMABAD - Following the foot-steps of the Private Independent Power Producers (IPPs), four state-owned power generation plants with the combined capacity of 3,725 MW, have sought the National Electric Power Regulatory Authority (NEPRA) nod for reductions in key tariff components for state-owned power plants. The petition was filed by the Central Power Purchasing Agency (Guarantee) Limited (CPPA-G), jointly with four government-owned power generation companies, to the National Electric Power Regulatory Authority (NEPRA), seeking the regulator nod for a reductions in key tariff components for government-owned power plants. The applications have been filed on behalf of the 1,230 MW National Power Parks Management Company’s Balloki and 1,223 MW Haveli Bahadur Shah power plants, the 747 MW Guddu Plant operated by the Central Power Generation Company Limited, and 525 MW Nandipur Power Plant managed by the Northern Power Generation Company Limited.
The 1,230 MW Combined Cycle Haveli Bahadur Shah and Balloki Power Plant 1,223 MW RLNG based power plants utilise re-gasified liquefied natural gas (RLNG) for fuel, with diesel as an alternate backup. The Nandipur Power Project with a gross capacity of 525 MW is a combined cycle thermal power plant situated at Nandipur near Gujranwala. The petitioners have proposed several revisions to the existing tariff structure.
These include adjustments to the operations and maintenance (O&M) indexation mechanism, a reduction in the insurance cap to 0.80 percent or 0.90 percent of the approved Engineering, Procurement, and Construction (EPC) cost, and the introduction of a hybrid “Take and Pay” payment mechanism for Return on Equity (ROE) and Return on Equity During Construction (ROEDC), with no future indexation.
The NEPRA has admitted the applications and scheduled a public hearing on the matter for April 24, 2025. The regulator has invited stakeholders, interested or affected parties, and members of the general public to review the documents and participate in the scheduled hearing.
