The hardest hit of the five reclamation districts involved is District 1607 (Van Sickle Island). The other districts are District 2136 (Grizzly West), RD 536 (Egbert Tract), RD 2127 (Simmons-Wheeler) and RD 2141 (Joice Island). All the reclamation districts are within the Suisun Resource Conservation District.

In other action, the board: • Approved an $8 million transfer to the CalPERS unfunded accrued liability account funded by the Pension Obligation Fund. • Added the new classification of Latent Print Examiner I, with a monthly salary range of about $5,457 to $6,633, and amend the title of Latent Fingerprint Examiner to Latent Print Examiner II. • Approved a $505,110 contract with Eide Bailly, LLP for audit services for fiscal years ending June 30, 2026, 2027 and 2028 with an option to extend for an additional two years.

• Approved submission of grant applications, and acceptance of funds, with the Federal Aviation Administration and the California Department of Transportation, totaling up to 95% of the $450,000 project cost for Nut Tree Airport’s Runway, Taxiway, and Wind Cone Electrical Improvements, Design and Disadvantaged Business Enterprise 2025-27 project; and approved an appropriation transfer recognizing the additional funds. • Approved a $230,967 contract amendment with Caminar, Inc. for a total contract of $1.

19 million, to provide supported employment and educational services to California Work Opportunity and Responsibility to Kids (CalWORKs) clients with mental health and co-occurring substance use disorders for the current period through June 30. • Accepted a donation of one fixed asset workstation, which includes two software programs, and one computer from Our Rescue to the Solano County Sheriff’s Office to combat child exploitation and human trafficking; and approved a $23,279 appropriation transfer recognizing unanticipated donated revenue offset by the equipment and software subscription donation. • Authorized the director of Resource Management to solicit for bid, award, and to execute contracts for the Paving Project 2025, Montezuma Hills Pavement Maintenance Project 2025, and Culvert Improvement Project 2025 – up to $5.
