Who will pay?: The Onondaga County Water Authority has embarked on the biggest expansion of the regional water system since it was first built in the 1960s, which could more than double the amount of water the authority draws from Lake Ontario. OCWA also has plans to build a second, 26-mile pipeline from the lake to Clay and is considering a third. However, it’s still not clear who’s paying for the system expansion and what the final price tag will be .
