Column: Conservatives can champion offshore wind opportunity

As the commonwealth looks to strengthen its economy and energy security, offshore wind presents a strategic opportunity for economic growth, job creation and energy independence. With more than $10 billion in private investment already fueling the U.S.

offshore wind supply chain, this industry is proving to be a powerful driver of local business development, manufacturing expansion and workforce growth. Embracing offshore wind responsibly aligns with conservative values by promoting economic prosperity, national security and energy independence. One of the most promising projects in this sector is Dominion Energy’s Coastal Virginia Offshore Wind (CVOW) initiative, the largest offshore wind farm in the country.



This 2.6-gigawatt project, set for completion by the end of 2026, will generate enough clean energy to power 660,000 homes. Thanks to the leadership of Gov.

Jen Kiggans, the project has been developed in a way that prioritizes both economic benefits and national security. Offshore wind is more than just an energy source — it is an economic engine. The industry is creating thousands of high-paying jobs, attracting private investment and revitalizing local industries.

Virginia is well-positioned to become a hub for offshore wind manufacturing, shipbuilding, and port development. The commonwealth can lead the nation in offshore wind innovation and production by leveraging its skilled workforce, world-class ports and strategic location. The demand for skilled workers is already growing.

Centura College, a local trade school, has recognized this shift and launched a 48-week wind turbine technician program. This program prepares students with hands-on training in electrical circuits, alternating current and three-phase systems, circuit breakers, climbing wind towers and wind turbine safety. In addition to this, Centura College offers a solar panel technician program, further supporting Virginia’s transition to a diversified energy workforce.

Offshore wind plays a crucial role in strengthening America’s energy independence. By harnessing a domestic and abundant resource, Virginia reduces its reliance on foreign energy sources and protects consumers from volatile energy prices. This approach keeps energy dollars here, fostering economic growth rather than sending funds to foreign adversaries.

Offshore wind complements other energy sources, such as nuclear, natural gas and solar, creating a balanced and resilient energy mix. Investing in offshore wind also enhances grid reliability. By diversifying energy sources and integrating clean power into the grid, Virginia can ensure a steady and dependable electricity supply, even during peak demand.

This common-sense, all-of-the-above energy strategy prioritizes American workers, businesses and national security interests. To fully realize the potential of offshore wind, policymakers must continue to lead with pro-business, pro-growth policies. Cutting bureaucratic red tape and streamlining permitting processes will allow projects to move forward efficiently, reducing unnecessary delays and costs.

Encouraging private investment in ports, shipbuilding and manufacturing will ensure that Virginia remains at the forefront of this booming industry. Additionally, strategic investments in infrastructure — such as expanding port capacity and modernizing the electric grid — will maximize the economic benefits of offshore wind. Public-private partnerships can be critical in developing the supply chain, ensuring offshore wind projects are completed on time and within budget.
