In a move aimed at addressing past missteps and providing clarity on the future of a troubled municipal project, Dallas City Manager Kimberly Bizor Tolbert took a step towards transparency by publishing an After-Action Report concerning the city's acquisition and use of the property at 7800 N. Stemmons Freeway. This report comes amid scrutiny over the city's handling of the property intended as a streamlined permitting center, which faced compliance hurdles shortly after staff started moving in during December 2023, as per the City of Dallas.

Problems with the property came to light in early 2024, coinciding with a shift in city management, heralding in Tolbert as the Interim City Manager. Although her term began officially in May 2024, she proactively addressed the situation by ordering the relocation of staff back to the Oak Cliff Municipal Center, subsequently leaving one outside tenant in the prior mentioned building.As per the document, Tolbert's 100-Day Transition Plan keyed in 7800 N.



Stemmons Freeway as a "priority deliverable." In response to the concerns raised, the Dallas Economic Development Corporation was roped in to conduct a full assessment, and at the behest of the Ad Hoc Committee on Investigating and Ethics, the City Auditor launched an audit into the building acquisition and occupancy process.The City Auditor's findings, which are predicted to add further context to the After-Action Report, are scheduled for release next week.

In the interim, Tolbert has opted to publicize her findings proactively, highlighting both past mistakes and the steps earmarked for rectification before the conclusion of the fiscal year. It's a gesture aimed to foster trust and signal a commitment to corrective oversight in municipal affairs..
