STORY: Multiple people were killed and a number of others injured in Vancouver after a vehicle was driven into a crowd at a Filipino street festival on Saturday evening.Police said they had arrested a 30-year-old local man at the scene, and that he was "known" to them. Here's the city's interim police chief Steve Rai.''That male was taken into custody at the scene by the crowd. It was a Filipino community event. The crowd immediately called police. We then took custody of the subject, and he is now in our custody being held."Police later said they were 'confident' it was not an act of terrorism.The incident happened shortly after 8 p.m. at the Lapu Lapu Day Block Party, celebrating a Philippine national hero.One witness said he saw about 15 people lying on the ground after a dark SUV driven by a male plunged into the crowd."I'm pretty choked up..."Vancouver City Councillor Pete Fry was visibly shaken as he spoke to CTV News.''I don't even know what to say. This was a great day. A wonderful event. Huge community event. And to have it end in tragedy like this, it won't break us or the community but it's horrible."The Vancouver Sun said thousands of people had been in the Sunset neighborhood area.The incident comes as Canada's federal election takes place on Monday.
