The Telangana government, on Monday, became the first to implement a quota within a quota in Scheduled Caste reservation. The Revanth Reddy government issued a gazette notification that formally implemented the Scheduled Castes (Rationalisation of Reservation) Act, 2025. The implementation comes after seven months of the Supreme Court's Seven-judge Constitutional Bench verdict that upheld further classification within SCs and STs to provide the benefit of reservation to more backward castes inside the marginalised groups.
The implementation followed the assent of the Governor on April 8. The Gazette stated, "The said assent is hereby published on April 14, 2025 in the Telangana Gazette for general information." How are castes classified? The Gazette notification states that the SCs in the state will be divided into three categories – Group I, II and III.

Moreover, Group III will consist of 26 castes and will have a 5 per cent reservation. At present, this sub-categorisation of SCs will only be implemented in providing reservations in employment and education in Telangana.
Quota may go up after 2026 Census Telangana minister Uttam Kumar Reddy, who was in-charge of overseeing the SC sub-categorisation Cabinet sub-committee, said, "If the population of SCs go up in the 2026 census, we will give reservation as per their population." Reacting to the implementation of the Act, Chief Minister A Revanth Reddy wrote on X, "Telangana is the first state in India to implement the revolutionary decision of SC sub-categorisation. We are all proud to have made history.
On the highly auspicious day of the birth anniversary of Bharat Ratna Babasaheb Dr B R Ambedkar, the Telangana state government paid the best tribute by bringing into force a great act of social justice, addressing a long overdue demand for classification of SC sub-castes.".
