The St. Paul Board of Zoning Appeals processed a series of zoning variance requests in a recent public hearing, setting the stage for potential changes in the city’s infrastructure and community services. Among the approvals was a request from Xcel Energy to install a cellular antenna at 1939 Charles Avenue.
The structure, which exceeds the maximum permitted height by 18 feet, was granted a variance, effectively extending the area’s skyline, according to the report.The Board emphasized the importance of community involvement, inviting public comments on all agenda items. The proposals for supportive housing at 770 University Avenue West and 1070 Jackson Street both received unanimous 4-0 approvals, following resident input.
However, not all agenda items were resolved. A proposal by 764 Lincoln LLC for a new supportive housing facility was rescheduled for the Board’s April 28, 2025, meeting. Public comments for this proposal will be accepted until Friday.
Another proposal, involving remodeling at 709 University Avenue West by Lutheran Social Service of MN, was postponed to the May 12 meeting, with a comment deadline set for May 9.A request from Mark Schwartz at 438 Daly Street, which includes two variances, one to allow six more residents than currently permitted under B2 zoning, remains under consideration. The project also raises concerns over distance requirements from other facilities, highlighting ongoing tensions between regulatory constraints and the city’s social service needs.
